Proceedings against Minister quashed

CHENNAI: The Madras High Court has quashed criminal proceedings against E. Valsaraj (Puducherry Minister) and others in a case relating to alleged misappropriation.

In his order, Justice M. Jeyapaul said the complainant had moved against Mr. Valsaraj and other accused without any legal basis.

V. Sudhakaran of Mahe filed the complaint in February this year alleging that Mr. Valsaraj, who was the president of the Mahe Cooperative Centre for Information Technology Ltd., and the other accused had purchased lands on behalf of the centre. He alleged that the transactions were illegal and detrimental to the cooperative society as the prices at which the lands were purchased were much higher than the market rates. The complainant alleged that about Rs.85.46 lakh had been paid in excess and misappropriated by Mr. Valsaraj and others.

Mr. Valsaraj moved the High Court seeking quashing of the case on the ground that the complainant was neither an office-bearer nor a member of the centre. Mr. Justice Jeyapaul said investigation disclosed that the transaction by the petitioner on behalf of the society was real. It was shown before that the court that there was no corrupt practice adopted.
