Judge to probe ‘katta panchayat’

CHENNAI: The Madras High Court has directed the Principal District Judge, Cuddalore, to hold an enquiry and submit a report on a petition seeking appropriate action against those who were holding “katta panchayats” (kangaroo courts) for settling disputes in villages.

Justice N. Paul Vasanthakumar directed the judge to submit the report to the High Court Registry by April 29.

Fine imposed

K. Kannappan of Muttam Post in Kattumannarkudi taluk in Cuddalore district submitted that various persons had been holding “katta panchayats” for resolving disputes. They had been taking law into their hands and holding “katta panchayats” in matters relating to him and his family, which affected their fundamental rights.

He submitted that one Deivasigamani (cited as a respondent) compelled him and his family members to give up their rights and part with the possession of land being cultivated by him as a tenant. Deivasigamani and his men conducted a “katta panchayat” and imposed a fine of Rs.50,000 on him and repeatedly harassed him and his family. Mr. Justice Paul Vasanthakumar said the Principal District Judge, Cuddalore, could be directed to make a spot inspection and submit a report.
