PUDUKOTTAI: The Communist Party of India on Sunday urged the Central and State governments to initiate action to protect the livelihood rights of fishermen of Tamil Nadu.

In a resolution adopted at its State conference here, the party said incidents of arrests and firing on the fishermen by the Sri Lanka Navy were on the increase. It alleged that the island-nation was violating international norms by planting arms in the coastal parts of the country. The fishermen had been pushed to a state of insecurity. Hence, suitable action must be taken to restore peace and safety.

The CPI also wanted expeditious execution of East Coast Road to promote trade and commerce in the State. The World Bank-funded project was being executed at a snail’s pace, it said. Works on construction of culverts and bridges were erratic at a number of places without alternative diversion routes.

In another resolution, the meet urged the State government to divert the surplus waters of the Bhavani to about 200 tanks and irrigational sources in the dry belts of Coimbatore and Erode to end the drought conditions and to augment the drinking water sources.

Pleading for the merger of the Labour Department and the Inspectorate of Factories, the conference adopted a resolution urging the State government to fill up vacancies in the Labour Department. Also, more industrial tribunals should be set up, on the basis of one for every two districts, to ensure expeditious disposal of cases pending before the Labour Court.

On the spiralling prices of petrol and diesel, the conference urged the Central government to come to the rescue of the masses by reducing the excise duty on petroleum products.

Welcoming the sale of cement through the Tamil Nadu Civil Supplies Corporation at reduced rates, the party, however, felt it would not bring about any permanent remedy to the problem caused by monopoly in the manufacturing sector. Stiff competition by selling the cement produced by government-owned factories in the open market would bring about a slash in the prices of cement. The Centre should also restore the regulations on price control for cement, iron and other essential building material.

Resolutions calling for streamlining the functioning of 14 Welfare Boards, increased scale of finance for women self-help groups, priority in allotment of house-site pattas to the Scheduled Castes and Scheduled Tribes were adopted.
