Dubai: Come July and fielding captain or the batsman might be legally entitled to ask on-field umpires to review their decision in consultation with the TV umpire. The ICC Chief Executives’ Committee (CEC), which meets in Kuala Lumpur on Tuesday and Wednesday, is going to discuss the trialling of an umpire’s decision review system, an effort to curb umpiring blunders, during the England-South Africa Test series to be played in England in July-August. The CEC will also discuss the format of the 2011 World Cup and the situation arising out of the Indian Premier League (IPL) and the Indian Cricket League (ICL), among other issues, in the two-day meeting. “The CEC will review a proposal prepared by the ICC management on the use of technology in decision-making. The proposal has been produced following directions from the ICC Cricket Committee and suggests the trialling of an ‘umpire decision review system’ during the England versus South Africa Test series to be played in England in July/August 2008,” the ICC said in a statement on Sunday. New proposalAccording to the proposal, the captain of the fielding team or the batsman, if feeling he has been done in by a poor decision, will be entitled to a limited number of occasions to request the on-field umpire to review his decision in consultation with the TV umpire. The CEC will review this proposal and make a recommendation to the ICC Board. If the trial is given the go-ahead by the Board, the final playing conditions will be developed in consultation with the ICC Cricket Committee,” the statement said. The CEC will also review potential formats for the 2011 World Cup and the proposed formats include 14 and 16-team options, all of which are capable of being played over a shorter duration than the 2007 event. CEC will also discuss a range of issues arising out of the Indian Premier League and Indian Cricket League,” the ICC said, without explaining the details. The CEC meeting will follow a Scheduling Summit also in Kuala Lumpur which has been called to review the draft international programme for the period post 2012. In the summit, tour programming of four, five and six-year cycles will be under consideration. — PTI
