Inter-university centre for research in higher education policy planned Honorary doctorates conferred on five persons, including Veerappa Moily

MANGALORE: University Grants Commission (UGC) Chairman Sukhadeo Thorat said here on Saturday that two expert committees constituted by the commission to recommend measures for academic and administrative reforms in universities were expected to submit their reports soon. Delivering the address at the 26th annual convocation of Mangalore University at Mangalagangotri here, he said that the UGC planned to reform the system of affiliation of colleges to universities. It would constitute a committee to draw up the reforms and prepare an action plan in this regard, he said. A committee constituted by the UGC had recommended the setting up of an inter-university centre for research in higher education policies. The UGC would send the proposal to the Union Ministry of Human Resource Development for approval, he said. Committee formedThe UGC had constituted another committee to develop a national curricular framework. It was expected to submit its report soon. The UGC had issued detailed guidelines to Central, State and deemed universities urging them to initiate the process of academic reforms. The areas of reform should cover the admission process, streamlining and strengthening of M.Phil. and Ph.D. programmes, examination pattern, grading, implementing credit-based courses and students evaluating the performance of teachers. The reforms were intended to make the system efficient, responsive and responsible, Prof. Thorat said. Prof. Thorat said that the UGC had identified 370 educationally backward districts for establishing new colleges. Mangalore University Vice-Chancellor K.M. Kaveriappa, who presided over the programme, presented the degree certificates. Honorary doctoratesProf. Thorat conferred honorary doctorates on Administrative Reforms Commission Chairman M. Veerappa Moily, the badminton ace Prakash Padukone, the former Vice-Chancellor of Mysore University P. Selvie Das, the writer Sara Abubakkar and social worker G. Shankar. In all, 72 candidates received Ph.D. degrees. Eighty-nine candidates received gold medals and cash awards.
