PANAJI: Rajya Sabha MP Shantaram Naik has demanded that Goa government enact a legislation to regulate the issue of Residence Certificates (RCs), which is presently regulated in the State by mere “administrative instructions.” In view of actor Sanjay Dutt’s attempt to register marriage by submitting a local residence certificate of his spouse, Mr. Naik said a legislation on the matter was urgently needed. “I have been asking for such a legislation for quite sometime in order to protect the interest of the original Goan population,” Mr. Naik told The Hindu. Mr. Naik said the latest incident should be an eye-opener to the State government. People who do not reside in Goa were trying to take advantage of the law using fabricated documents. He was not concerned about the registration of marriage per se, but the residence certificate was an important document which, if treated lightly, could create socio- economic problems depriving Goans of their rights, he said. He advocated a proper legislation to provide for a foolproof procedure and punishment in case of violations
