COLOMBO: Iran has agreed to finance projects worth $1.9 billion in Sri Lanka on soft terms following a bilateral visit by Sri Lanka President Mahinda Rajapaksa to Tehran at the invitation of his Iranian counterpart, Mahmoud Ahmadinejad, from November 26 to 28. The visit of Mr. Rajapaksa and the financial commitments made by Iran assume importance in the light of speculation in a section of the Sri Lanka media that Washington was opposed to it due to its stand-off with Tehran on the nuclear issue. Mr. Rajapaksa went to Tehran from Kampala, where he was there last week in connection with the Commonwealth Heads of Government Summit. A statement by the Sri Lanka Foreign Ministry said here on Thursday that the visit of Mr. Rajapaksa resulted in immediate economic benefits to the country and memoranda of understanding were signed on a number of development projects valued at $1.9 billion. It said Iran had agreed to provide “no interest” credit terms (four months) for petroleum purchases (approximately $700 million). Further, Iran would finance the Uma Oya Project ($450 million) and also finance the expansion of the Sapugaskanda refinery ($750 million). The Ministry said the two countries emphasised the rights of the Non-Proliferation Treaty (NTP) member states to “research, develop and use nuclear energy” for peaceful purposes and the two sides agreed that the International Atomic Energy Agency (IAEA) is the sole authority to verify the legal and technical issues related to safeguards and the compliance of states under the obligations of the NPT.
