BANGALORE: Legislative Council Chairman B.K. Chandrashekar on Tuesday urged Governor Rameshwar Thakur to formulate an arrangement allowing Members of the Legislative Council (MLCs) to associate themselves as advisors to him and his officials in various departments during the President’s rule. Mr. Chandrashekar told presspersons that people belonging to different political parties had been elected to the Council from the teachers, graduates and local body constituencies. Several MLC’s, he said, wanted the chance of fulfilling their obligations to the people. In a bicameral system, the Legislative Council was not dissolved. The Constitution stipulated that the gap between two sessions of the legislature should not be more than six months and it was not clear what the Council should do when the Assembly was dissolved. There should be some clarity on this issue, he said. Moreover, the Council which has committees on assurances, petitions, ethics, privileges, House Committees and the committee on private members Bills would be suspended during the President’s rule and when the Legislative Assembly was dissolved.
