CHENNAI: The State Human Rights Commission (SHRC) has recommended to the Chennai Police Commissioner to initiate disciplinary proceedings against a Sub-Inspector (SI) for his behaviour with a person in a police station.
The Commission Bench comprising Justice S. Thangaraj and K. Mariappan, Members, said the final outcome of the proceedings should be communicated to the rights panel and also the authorities concerned.
Nagarajan of Ramalingapuram here had complained to the Commission that he was abused and beaten by SI Kottaisamy when he went to the Chetput police station in May 2002 to meet his friend Balaji Rao who was brought there in connection with an accident case. Immediately after the incident, the Inspector came to the station and registered two separate cases, one against the complainant and the other against his subordinate.
In its order, the Commission said from the complaint and evidence of a witness, it was proved that the complainant entered the police station, a public office, without getting permission and enquired his friend about his arrest. Though his allegation was that eight constables had hit him, the same had not been substantiated by him. He also failed to prove the alleged injury sustained by him at the hands of the SI. Citing reasons, the Bench said these would show that the complainant was not so innocent.
The Commission said it was pertinent to note that the SI was angry with the complainant. The fact remained that Mr.Nagarajan entered the police station at midnight without permission and enquired his friend. Even then, being a public servant, the official could have avoided such an unpleasant incident.
