“Laws should fulfil needs of people”

New Delhi: Chief Justice of India K.G. Balakrishnan on Friday released a book, ‘Legislative Drafting,’ edited and revised by Law Secretary T.K. Viswanathan.
Not implemented
In a brief speech, Mr. Justice Balakrishnan said laws should be drafted depending on the needs of the people. He regretted that the recommendations of successive Law Commissions were not being implemented.

Union Law Minister H. R. Bhardwaj, who released the digitised version of the Journal of ILI, said the book was useful in the context of the growing demand for new legislation, “which we earlier never thought we would require, like on terrorism.”
Mr. Viswanathan said the latest developments had been covered with articles and material published in the Statute Law Review, Commonwealth Association of Legislative Counsel Newsletter and Loophole.
“The ordinary citizen was affected by the laws from cradle to grave. With the legislative machinery churning out a steady mass of legislation it becomes necessary for the stakeholders to understand the law-making process. New chapters have been added to present legislative drafting in the proper perspective.”
The book would be useful to legislation drafters, parliamentarians, administrators and judges, said Mr. Viswanathan.
