MoU excellence award scheme modified

NEW DELHI: The Central Government has decided on a group-wise selection of the best performing Central public sector enterprises (CPSEs) for the purpose of ‘Excellence awards’ under the MoU (memorandum of understanding) scheme.

Accordingly, from this year, the total number of ‘MoU excellence awards’ will be 12 — one from each of the ten syndicates, one from the listed CPSEs and one from among the turnaround sick and loss-making enterprises.

Addressing the consultative committee attached to his Ministry here, Minister for Heavy Industries and Public Enterprises Sontosh Mohan Dev informed members that all the other CPSEs, figuring in the ‘excellent performance’ category, would be awarded ‘MoU Excellence’ certificates.

Explaining the rationale for the change in criterion, Mr. Dev said the top ten MoU Excellence’ awards have so far been given to PSEs based on the composite scores vis-À-vis their performance during the year.

This did not differentiate between the different kinds of CPSEs, he said.

It was also decided to introduce the MoU system in the State PSEs. Some States already have such a system but most of them do not have any performance contract for their public enterprises.

The Ministry, Mr. Dev said, would be organising a workshop for state governments and their public sector enterprises shortly for an orientation exercise on the MOU award scheme. Mr. Dev assured members that the Government was taking all necessary steps to revive all the potentially viable sick units.
