On nuclear deal

The Congress decision to put in place a committee to examine the Left parties’ objection to the Indo-U.S. civilian nuclear deal (Aug. 31) is a step in the right direction. For a ruling combine whose very survival rests on the outside support given by the Left parties, the move signifies adherence to the coalition dharma. It should also be said that on foreign policy matters that involve our national interests, the ruling dispensation should strive towards evolving a consensus and accommodate the views of the principal opposition party as well.

The UPA government’s assurance that the operationalisation of the deal will take into account the committee’s findings provides the much-needed breather. No room should be given for the grouse that a key constituent or supporter was ignored while taking an important policy decision. The leaders of the Left parties and the UPA should ensure that the golden opportunity is not squandered away.

The Left and the UPA should be commended — the Left parties for being steadfast in their principled stand on the nuclear deal without precipitating a crisis, and the UPA for acceding to a very large chunk of democratic opinion. It is hoped the government will not succumb to the machinations of the oligarchy which will characterise its move as ‘weak and indecisive.’

Despite the tough stand taken by Prime Minister Manmohan Singh, the deal has been put on the backburner, at least for now. Dr. Singh, often targeted by the opposition as being weak, had a historic opportunity to dispel the impression. But he has only strengthened the perception that it is the Left parties that call the shots.
