Nandagudi SEZ put to 11 conditions

‘Congress has been misleading the people on the issue’

Bangalore: Responding to the criticisms on Sunday by Leader of the Opposition in the Legislative Council H.K. Patil on the proposed multi-product Special Economic Zone at Nandagudi Hobli in Hoskote taluk, Chief Minister H.D. Kumaraswamy on Monday categorically stated that the project was subjected to 11 conditions for granting approval.

He told presspersons here that Mr. Patil and the Congress had been “misleading” the people on the issue by projecting it as a scam. He would give a fitting reply to all the allegations being levelled against him and his Government on the floor of the Legislative Assembly and Council in the coming session. If Mr. Patil had sufficient documents to “fix” the Government, let him present them before the House, he said.

The proposal in question with a direct investment of Rs. 15,000 crore covering 5,000 hectares of land had been sent to the Union Government for its consideration subjected to 11 specific conditions, he said.

The conditions stipulate that the project proponent must purchase private land in the project area directly from farmers and the Government must not compulsorily acquire land. Government land shall be given only at market rates. The company must adhere to a rehabilitation policy for those who lose their land and homes, and separately for landless labourers. Such a rehabilitation project must be approved by the Government. Among other things, the rehabilitation policy shall guarantee employment to at least one member of the affected families. The approval for the project is not transferable, not even to a subsidiary company or entity. Similarly, management control of Nandagudi SEZ cannot be divested in favour of any other company, including subsidiary firms. The directors and the shareholding pattern in the company shall not be altered, and if so, will result in cancellation of the approval for the SEZ and the Union Government shall be intimated to withdraw the SEZ approval. The Government will not make arrangements to meet the water requirement of the project. The company in fact must submit a detailed plan for fulfilling the water requirement for the project. Such a plan shall tap water from within the project area only and shall not depend on water from rivers.
