BC panel hears Muslims’ views on reservation

KADAPA: The BC Commission is holding public hearings in the districts in order to mop up public opinion on providing reservations for socially and educational backward Muslims in the State, Commission Chairman Justice Dalva Subrahmanyam said on Saturday.

Speaking at a public hearing at the Collectorate Sabha Bhavan here, Justice Subrahmanyam said reservations cannot be granted on the basis of religion. Former IAS officer and former Secretary of National Commission for Backward Classes P.S. Krishnan had recommended quota for Muslims basing on some occupational groups, he said.

Issue with Commission

The BC Commission had initially recommended reservations for all Muslims, but the High Court struck it down and ordered reconstitution of the BC Commission to recommend a quota after studying social and educational backwardness, he said. The State Government appealed to Supreme Court and it too referred the matter to the Commission, he said.

Seven occupational groups including - Fakirs, Darveshi, Qureshi, Labbi, Labbayi and Atchukalta – had already applied to the panel seeking extension of BC quota to them, Justice Subrahmanyam said.

Commission member-secretary J. Sudha Rani, S. Krishnamohan Rao and N. Lakshminarayana Mudiraj also elicited Muslims’ views at the public hearing.

Congress MLC Shaik Hussain and Deputy Mayor K. Nabi Rasool reiterated the Government’s commitment to granting quota for Muslims, as they were poor and socially backward.

There was no objection if all Muslims were granted quota, but in case of any technical hitch, Shaiks and other Muslims should be provided reservation basing on their occupations, they suggested.

Rifts

Telugu Desam Party State Minority Cell chairman V.S. Ameer Babu demanded quota by enacting a Bill in Parliament.

Division of Muslims into castes would lead to rifts on the lines of Mala and Madiga communities following their classification, he said.

Muslims are of three categories – Ashraf, Arzal and Ajlaf – in north India, but there was no such discinction in south India, he said.

CPI(M) district secretary B. Narayana also demanded BC reservations for all Muslims and special budgetary allocations for their welfare. Muslims are poverty-struck and most backward as stated by the Justice Rajinder Singh Sachar Committee report, he said.
