`Outsourcing' rocks Bangalore Rural ZP meet

    BANGALORE: Can the appointment of teachers be outsourced?

    The answer is yes and the beneficiary is Bangalore Rural Zilla Panchayat.

    The issue of a security agency offering the services of teachers and cooks to the seven Morarji Desai Residential Schools in Bangalore Rural district rocked the panchayat meeting here on Wednesday. Apart from a security agency providing the services of teachers, what upset members was empanelling teachers and other staff to Morarji Desai Residential Schools was neither taken up at the general meeting of the panchayat nor brought to the notice of the Chair.

    Raising the issue, V. Narayanaswamy, who represents Anugondanahalli in Hoskote taluk, said the bureaucracy should have brought it to the notice of members. He said the committee headed by the Chief Executive Officer (CEO) short-listed R.K. Security Agency, Rajajinagar, Bangalore, which offered the services of 16 teachers, 14 security staff and seven cooks. While each teacher was paid Rs. 6,500 a month, the cooks were paid Rs. 4,826 each and the security personnel Rs. 4,714. This cost the panchayat Rs. 7.81 lakh from September to December 2006. Chief Accounts Officer N.H. Kandhari said all procedures, right from selecting the contractor to making payments, had been followed. He said the matter should have been brought to the notice of the members. Chief Executive Officer K.S. Sathyamurthy expressed his regret over the incident.

    Budget

    Panchayat president C. Shanthamma presented the annual budget allocating Rs. 124.43 crore towards Plan expenditure and Rs. 260.17 crore (total Rs. 384.6 crore) towards non-Plan expenditure. Compared to the previous year, the allocation was higher by Rs. 74.26 crore. Of Rs. 124.43 crore, Rs. 49 crore was allocated to the zilla panchayat, Rs. 30.48 crore for taluk panchayats and Rs. 44.95 crore for gram panchayats.
