NEW DELHI: Prime Minister Manmohan Singh will launch the Mahatma Gandhi Backward Regions Development Fund (MGBRDF) on Monday at Barpetta in Assam. The fund, designed to redress regional imbalances, will supplement and converge the existing developmental inflows in to the identified districts. It will bridge the critical gaps in local infrastructure and other development requirements that are not being adequately met through the existing inflows. It will strengthen the panchayat and municipality-level governance with more appropriate capacity building. The scheme aims at facilitating participatory planning, decision-making, implementation and monitoring; reflecting the local needs and providing professional support to the local bodies for planning, implementation and monitoring their plans. The money allotted will go to the State Consolidated Fund and every district will receive a fixed minimum amount of Rs.10 crore per annum plus additional allocations depending on the population and area. The scheme covers all districts where the National Rural Employment Guarantee Programme is being implemented. Fifty per cent of the balance allocation will be allocated on the basis of the share of the population of a district to the total population of all backward districts.
