The First Bench, comprising Chief Justice A.P. Shah and Justice K. Chandru, directed the authorities concerned to maintain status quo "as on today," and ordered notice to the Government as well as the Mahindra World City authorities, returnable by February 7. The petitioner, B. Devarajan, who is the Kattankolathur Panchayat Union Councillor and former president of Anjur Village Panchayat, said the roads were maintained by Anjur village and were being used by people of Anjur, Veerapuram, Hanumathu Colony and Eechangarai. He said the roads, which figured in revenue records, were in existence from time immemorial, and added that except these roads there was no other approach for the people of Anjur to reach their homes from the main road. These public roads had not been assigned or given by the Government to the Mahindra World City, he said, adding that the company authorities had illegally destroyed a portion of the road by digging it to an extent of 20 feet. Maintaining that the hamlets using the approach would be greatly affected by the "illegal action," the petitioner sought to restrain the authorities from damaging or destroying the stretch.
