Approval for Rights Bill

New Delhi : The Protection of Human Rights (Amendment) Bill was passed by voice vote in the Lok Sabha on Thursday. The Rajya Sabha had already passed it.

The original Bill envisaged that a Supreme Court judge with three-year experience would head the National Human Rights Commission.

Replying to a debate on the Bill, Minister of State for Home Sriprakash Jaiswal said that rights violations in the country were unexpectedly more than that in developed countries. This, he said, was despite the country being aware of human rights since pre-Independence days.

The Government was not averse to the appointment of a retired Supreme Court Chief Justice as Chairman of the National Human Rights Commission. But, when retired Chief Justices were not available, any other retired Supreme Court judge could be appointed.Similarly, a retired Chief Justice of a High Court could be appointed as Chairman of the State Human Rights Commission. — PTI
