In the wake of its vote against Iran in the International Atomic Energy Agency, the Indian Government said "nothing could be further from the truth" than the suggestion that there was any "linkage" between its decision and the Indo-U.S. nuclear deal. The two issues got explicitly linked for the first time at the House International Relations Committee hearings, on the July 18 agreement, in early September.
