MANGALORE: The Karnataka State Tulu Academy will urge the Government to include the Tulu language in the Eighth Schedule of the Constitution. Addressing presspersons here on Saturday, the president of the academy, Seetharam Kulal, said what is immediately on the cards is creating more endowment funds for the academy. It has three endowment funds, including the Vedavathi Shetty Endowment fund, the Sadananda Suvarna Endowment Fund and Kasargodu Tulu Utsava Endowment Fund. Mr. Kulal said there is an urgent need to create an academic programme in Tulu at the school level, for which a meeting of experts will be held shortly. The recommendations of the panel will conveyed to the Central Institute of Indian Languages in Mysore and DSERT for their opinion and help in formulating a textbook in Tulu for schools. Though there is a technical snag in including Tulu and 34 other languages into the Eighth Schedule, Tulu as an independent language, had no problem as its own. A representation will be sent to the Union Home Ministry through the Karnataka Government for incorporation of Tulu in the Eighth Schedule of the Constitution, he said. Mr. Kulal said he and his committee members are keen on holding Tulu- related programmes not just in Mangalore, but also in the other parts of the State and the country. To encourage young Tulu scholars to write in Tulu, the academy proposes to have special programmes from time-to-time, which will be held under the guidance of senior scholars of Tulu, he added. The academy is also planning to take Tulu books to the doorsteps of people and encourage them to read them. Mr. Kulal said the academy had appealed to the State Government to provide a grant of Rs. 15 lakhs a year and has identified a site for constructing a "Tulu Bhavan."
