NEW DELHI, DEC. 15. The Narmada Bachao Andolan (NBA) leader, Medha Patkar, was detained at Hapeshwar village in Gujarat on Sunday while she was on her way to Vadodara to catch a train to Mumbai. A team sent by the Ministry of Water Resources to find out the rehabilitation status of the people displaced by the Narmada dam had cut short its three-day visit and returned to New Delhi the previous day. The team held public hearings, facilitated by the NBA, on Friday in three villages of Badwani and Dhar districts but was called back by the Minister for Water Resources, Priyaranjan Dasmunshi, the next day even as several hundred villagers waited to tell their story. The team returned without touring the three basin States of Madhya Pradesh, Maharashtra and Gujarat. Mr. Dasmunshi told The Hindu that he had called the team back as the Parliament session was on and he wanted some quick firsthand information from them. He said he would himself visit the rehabilitation and submergence sites after the winter session of Parliament. After the team left on Saturday, Ms. Patkar continued the public hearing with displaced people in Maharashtra. On Sunday, as she crossed the river and landed at Hapeshwar in Gujarat at 1 a.m., she was detained by the Gujarat police under the Mumbai Police Act, 1968. Despite her plea that she had to catch an early morning train at Vadodara to reach Mumbai, she was not released. Police detained her through the night and later `escorted' her to Vadodara where she was released at the railway station at 8 a.m., NBA sources said. The NBA alleged that the team abandoned its tour "facing non-cooperation from the Madhya Pradesh Government and antagonism from the Gujarat Government.'' It said the team was unable to visit the submerged sites.
