Ashok Chakra for Triveni Singh

NEW DELHI, JAN. 25 . Triveni Singh, the young officer who lost his life while gunning down two terrorists who had entered the Jammu railway station to commit a massacre, will be conferred the Ashok Chakra, the nation's highest peacetime award, by the President, A.P.J. Abdul Kalam, on Republic Day.

While the father of Lt. Singh will receive the award, sister of last year's Ashok Chakra winner, Commando Sanjog Chhetri, will collect the medal on behalf of her late brother.

The nation's second highest peacetime award, the Kirti Chakra, will be conferred on Ajay Kothiyal of the Garhwal Rifles and on C. Stanly (posthumous) of the Border Security Force. Kanwar Jaideep Singh is to be posthumously awarded `bar' to Shaurya Chakra. There are 30 Chaurya Chakra recipients of whom nearly half laid down their lives. While most Army personnel are to be honoured for their role in counter-insurgency operations in Jammu and Kashmir and the northeast, five of the awardees are operators of excavating machinery buried under landslides, while carving out new roads on the mountains. A constable from the Jammu and Kashmir Police, Raj Kumar, is also to be honoured.

Of the 500 service personnel and others to be decorated by the President is Hardev Singh Lidder, the overall commander of `Operation Sarpvinash,' the controversial counter-insurgency drive by the Army to eject terrorists entrenched in the higher reaches of Surankote in Jammu. The Uttam Yudh Seva Medal to Major Gen. Lidder is an acknowledgement of his role in combating militancy in forbidding terrain where he heads the `Romeo' Force of the Rashtriya Rifles (RR). His colleague, J. K. Mohanty, who leads the RR's `Kilo' Force on the other side of the Pir Panjal will also be similarly decorated. The other three recipients chosen for UYSM, include Deepak Summanwar, especially drafted by the Army headquarters here to improve its interface with the media, and Satyevir Yadav, who led the Siachen Division in Operation Parakaram.

In the Navy, the Param Vishisht Seva Medal will be awarded to the Deputy Chief of Naval Staff, Vice Admiral S. V. Gopalachari, who piloted the negotiations on acquiring the Russian aircraft-carrier, Admiral Gorshkov, Leslie Alexander Lowe and S. S. Bangara.

Twenty-eight other senior officers are being decorated with Param Vishist Seva Medal for distinguished service of the highest order. The recipients include the Deputy Chief of Army Staff, Lt. Gen. J.B.S. Yadava, and Air Marshal Raghu Rajan, and former Assistant Chief of Air Staff, Air Marshal Narayan Menon.

Other PVSM recipients include Lt. Gen. Richard Khare, Director-General Military Intelligence, Lt. Gen. B.K. Bopanna, DG NCC, Lt. Gen Nirbhay Sharma, GOC, commanding the key Srinagar-based 15 Corps.

Brigadier Shruti Kant, the man who was the face of the Indian Army for the media for almost six years till his recent retirement, will get the Ati Vishistha Seva Medal.

Sixteen officers of the Central Bureau of Investigation are to be honoured with the President's Police Medal for Distinguished Service and for Meritorious Service.

The President will honour 70 Border Security Force (BSF) personnel on the occasion of the Republic Day.

Nine BSF men are to given the President's Police Medal for Gallantry, 20 will get the Police Medal for Gallantry, while four others will be honoured with the President's Police Medal for Distinguished Service and 37 for Meritorious Service.


Nine officers and personnel of the Indo-Tibetan Border Police (ITBP) are to be awarded the President's Police Medal for Distinguished Service and the Police Medal for Meritorious Service: V.K. Upreti, DIG, and D. S. Agarkar, CMO (SG), will be awarded the President's Police Medal for Distinguished Service.

D.R. Sharma, Commandant, Isshan Pradeep, Commandant (Engineer), B.B. Dass CMO (SG), N. D. Devrani, Assistant Commandant, Shakti Prasad, Inspector, Brahmanand Nautiyal (Sub-inspector) and Jagdish Singh (Head Constable) will be awarded with the Police Medal for Meritorious Service.


Fifty-five officers and jawans of the Central Reserve Police Force (CRPF) are to be awarded the President's Police Medal for Gallantry, Police Medal for Gallantry, President's Police Medal for Distinguished Service and Police Medal for Meritorious Service.
