Gen. Musharraf was speaking to Islamabad-based Chinese correspondents ahead of his trip to China from November 1-5. According to China's official Xinhua news agency, when asked to comment on India's latest proposals, the General said: ``Those proposals are not strong and have been diluted since they are not dealing with the Kashmir issue,'' which Islamabad calls a core issue of all its outstanding disputes with India. He suggested that New Delhi and Islamabad should take a three-step procedure to solve the Kashmir issue. The procedure should include a dialogue between New Delhi and Islamabad, he said. PTI
