The Chief Minister, Jayalalithaa, in a letter to the Union Agriculture Minister, Rajnath Singh, said Tamil Nadu had not received any assistance for sea safety measures from the Centre. Hence, it should approve a scheme drawn up by the State Government for distribution of life floats and jackets and offer financial assistance. In Tamil Nadu, over 100 fishermen lost their lives annually for want of safety measures. Hence, while launching the Fish eries Development Mission, she had announced safety measures including provision of life floats to mechanised fishermen and life jackets to traditional fishermen. While there were about 11,000 mechanised boats and 50,000 country crafts in the State, initially it became necessary to distribute 7,500 floats at a cost of Rs. 7,000 a unit and 50,000 life jackets at a unit cost of Rs. 1,000.
