APCOB comes to rescue of drough-hit farmers

HYDERABAD July 24. The Andhra Pradesh State Cooperative Bank Ltd, which has set a target of Rs.1,800 crores for this kharif, has decided to give 100 per cent waiver of interest on total loss of crop suffered by farmers during last year's unprecedented drought.

The APCOB Chairman, T.D.Janardhan Rao, told a press conference here on Thursday that in case of partial crop the interest waiver would be 5 per cent. Mr. Rao asked presidents of the primary agricultural cooperative societies (PACS) to ensure that the staff implement 100 per cent of the loan package seriously and sincerely for the benefit of farmers. Such of those PACS staff members who were either found lethargic or did not cooperate in the loan disbursal should be bypassed. The presidents should suitably deal with such staff.

He pointed out that because of the delay in deciding the quantum of interest waiver only Rs.500 crores could be disbursed as kharif loans in 2003, against Rs.774 crores last year. This shortfall was because of the staff of some PACS either were not working actively or not cooperating with the managements.

The APCOB chief appealed to the staff not to create problems at this crucial juncture. In this age of reforms the staff should strive for solutions by holding discussions. At the same time, he warned that lethargic and non-cooperative acts by the staff would not be tolerated.

Mr. Rao attributed the woes of PACS to their expenditure overshooting the income and the Government decision to curb the spending to 30 per cent of their income. The staff were resenting this and resorting to non-cooperation.

He stated that the cooperative credit system would be effective only if the PACS improved their working. The APCOB had launched an exercise to identify the tardy PACS and improve their business.
