This was stated by Justice Kuldip Singh, chairman of the Commission, B. B. Tandon, Election Commissioner and member of the panel, at a press conference. Justice Singh said that elections up to 2004, including the next Parliamentary polls, would be as per the old constituencies. The public hearing had been suggested by political parties in order to enable their representatives to submit objections relating to the geographical areas of the Parliament and Assembly constituencies. In reply to a question, Justice Singh said that political parties had complained about the disparities in the entitlement of seats for various districts, particularly Malappuram. The Commission members, including the State Election Commissioner, N. Mohandas, said that the criteria for fixing boundaries varied from State to State. In Kerala, the panchayat would be the basic administrative unit and this has been decided on the basis of consensus among political parties.
