The money for construction of these flats, according to the DDA, will be recovered by constructing commercial complexes on the land reclaimed after rehabilitation of the clusters. This will not only help in rehabilitation but also in improving the environment without disrupting the services which the dwellers provide to the nearby residents. Of the 14 clusters, which were surveyed by the DDA, three have been identified for the project initially. These include the cluster near Tehkhand Housing Pocket, at East Guru Angad Nagar near Radhu Palace Cinema in Laxmi Nagar and the one at Pocket 8 in Sector C of Vasant Kunj. The DDA also said that a project team had been constituted for surveying the various clusters in Delhi. Comprising senior officers from the engineering, planning and land management departments of the DDA and also of the HUDCO, the team has already surveyed 14 clusters located in various parts of Delhi. Certain parameters have also been adopted for identifying the feasibility of the JJ clusters for rehabilitation. Besides, the size of the cluster -- which should have around 500 units -- the conditions stipulate that their land use should be in the order of residential, commercial, industrial, institutional and green. Further, the cluster should not be densely populated and should rather preferably have some vacant land for construction of flats. The clusters should also be ideally located so that the land reclaimed can be profitably used for commercial purposes. As such sites located by the side of a drain or those on road berms would be kept away from the purview of the plan. The final consideration would be that external services should either be available or should be available in the near future.
