Doctors seek withdrawal of GO

HYDERABAD July 7. The move to set up development societies to oversee health services in Government hospitals has drawn flak from the A.P. Government Doctors' Association (APGDA). The APGDA president, N. Krishna Reddy, demanded that the Government Order (dated April 17, 2003) providing for these societies be withdrawn immediately as the move is not "conducive to improve the services.''

Apart from the poor and substandard drafting of the GO, the bye-laws proposed are obnoxious and interfered with the professional work of doctors, he said in a letter to the Health Minister, Kodela Siva Prasada Rao. Dr. Reddy said development societies were supposed to employ guest lecturers, specialist doctors, paramedical staff, anaesthetists, grief counsellors on hourly/daily basis and on contract/honorarium basis for conduct of special camps and surgeries. This might lead to nepotism, favouritism, and result in lowering of the standards because of friction. No responsibility could be fixed on such contracted people, he warned.

The development society is also empowered to oversee and ensure regular attendance and proper discharge of duties by all the staff, "which is likely to be misused,'' Dr. Reddy pointed out. The provision of leasing out infrastructure for various purposes and services including conferences, training and research to other institutions and individuals was fraught with danger of misuse by outside elements, leading to breakdown of medicare facilities, he feared.

The APGDA demanded that the GO on development societies be withdrawn immediately. Otherwise, the association not hesitate to launch an agitation, Dr. Reddy said.
