The Delhi Medical Council, a statutory body regulating allopathy doctors in the Capital, asked the Bihar Council of Medical Registration to verify Joshi's credentials and it was revealed that he had not registered with them and that all the papers he had produced to this effect were fake. According to the Secretary of the Delhi Medical Council, S.K. Khattri, "Navel Kishore Joshi applied for registration with DMC on June 24, 2003, claiming to possess MBBS, MD (Medicine) from Patna University and he also stated that he was registered with the Bihar Council of Medical Registration. He wanted to practice in Delhi for which he needed clearance and had approached the DMC.'' The documents raised a strong suspicion as regards the credibility of Joshi who DMC officials say presented himself as a doctor employed with the Director-General of Home Guards and Civil Defence, Delhi. An FIR has been lodged by the DMC at the I.P. Estate police station here against Joshi, who has since been arrested.
