Govt. to go ahead with recruitment

Chennai July 4. After arming itself to summarily dismiss employees, the State Government today decided to go ahead with recruitment of 1,000 assistants in the Secretariat and about 14,500 junior assistants in the districts in temporary posts on a monthly pay of Rs. 4,000.

In an order issued by the Chief Secretary, Lakshmi Pranesh, this evening, the Government directed the Commissioner of Employment and Training to come up with a list of candidates to fill up 1,000 "supernumerary posts" and ensure that the candidates are put in position by July 7.

The Government would intimate the employment registration numbers of such candidates, the date and venue of interview and other details soon in the media.

The assistants would be given a "gross remuneration'' of Rs. 4,000 a month . "As this is a creation of supernumerary posts to meet the contingency (in view of the strike), the existing ban on creation of regular new posts and recruitments will not apply," says the order.

The Government has decided to recruit temporary assistants to ensure that "regular work in the Secretariat is attended to without any interruption."

The Chief Secretary also issued orders for recruiting 500 junior assistants in each of the 29 districts under General rule 11 of the Tamil Nadu State and Subordinate Services Rules in the Tamil Nadu ministerial service "This will be a distinct pool under each Collector. The Collector will assess requirements in all field offices and allot candidates to each office as per need," says the order.

All employment exchanges have been asked to send a list of eligible candidates possessing minimum general educational qualifications to the respective Collectors, who will have to ensure that the junior assistants are selected and put in position by 7 July. The Collectors have been asked to report to the Government on a daily basis the number of the selected candidates.

Unions to intensify stir

Even as the Government geared up for fresh recruitments, the federation of JACTTEO-GEO and the COTA-GEO, which called the indefinite strike demanding restoration of withdrawn pensionary benefits, have planned to stage demonstrations at the Collectorates on July 7. Hundreds of employees and their family members would participate, a release said. They would picket the Collectorates from July 8.

In a statement here, the federation condemned the Government move to go in for fresh recruitments, saying it was only to scuttle the strike. The recruitments were in violation of the norms set by the International Labour Organisation.

Meanwhile, leading labour unions including the CITU, the AITUC and the Labour Progressive Front have decided to stage a demonstration in district headquarters including in Chennai on July 7 to protest the "anti-democratic" measures of the State Government in putting down the strike.

The CITU State vice-president, T.N. Nambirajan, told the media here that the ordinance brought in by the Government to summarily dismiss striking employees was in violation of Article 311 (2) of the Constitution and it was anti-labour.
