Draft bill on child labour submitted to CM

HYDERABAD July 4. A draft bill to prohibit child labour and impart compulsory education was submitted to the Chief Minister, N. Chandrababu Naidu, by the drafting committee headed by Ranbir Singh, Director of NALSAR (National Academy of Legal Studies and Research), University of Law, on Thursday.

According to a press release, the Chief Minister promised to bring an ordinance to give immediate effect to the provisions of the draft bill. The delegation which met Mr. Naidu consisted of Harmen Wanderson, Director International Labour Oraganisation, Shenoy, Principal Secretary, Labour, Government of India and others.

Mr. Chandrababu Naidu suggested some changes like enhancement of penalty and term of imprisonment for employers of children to Rs. 25,000 or 3 months imprisonment for first contravention of law, Rs. 40,000 or 6 months for second contravention and Rs. 50,000 or one year for third contravention.

The draft bill provides for spending the money collected as compensation towards the schooling and rehabilitation of the particular child, withdrawn from the work. The bill combines compulsory education with elimination of child labour.

The Chief Minister also indicated that the next round of Janmabhoomi to be held in October would be dedicated exclusively to prevention of child labour.

He explained the significant strides made by the State on the literacy front.
