Reforming civil services

Sir, — The diagnosis and prescription for the ailments afflicting our civil services by Devasahayam( June 24 )are perfect and not just `a different view' as the article is titled.

The bane of our nation is that neither the selfless leaders and great men who took over at the dawn of Independence nor the selfish politicians who succeeded them through skilful electoral manoeuvres ever dared to formulate and practise the best policies and principles of effective and efficient management in civil administration. The result is the rapid spread of cancerous corruption in the body politic and civil administration.
