Dhirendra Singh, currently Special Secretary in the Defence Ministry, has been made Secretary in the Disinvestment Ministry. Mr. Singh replaces S.S. Meenakshi Sundaram, who is taking over as Member, Atomic Energy Commission and Space Commission. R.R. Shah, Secretary, Department of Information Technology, moves to the Ministry of Industrial Policy and Promotion, and K.K. Jaswal, Secretary, Statistics and Programme Implementation, takes his place. Mr. Jaswal's current job goes to Adarsh Kishore who is at present Additional Secretary in the Department of Economic Affairs. B.S. Baswan moves to the Ministry of Social Justice and Empowerment from his current post as Secretary, Ministry of Tribal Affairs, which goes to S.P. Arya who is now Adviser, Planning Commission. P.S.S. Thomas, a 1969 batch Karnataka cadre IAS officer and the present Adviser, Planning Commission, will move to the National Human Rights Commission as Secretary-General. The promotions from Additional Secretary to Secretary rank include Pratyush Sinha, who moves from the Defence Ministry to become Secretary (Border Management) in the Home Ministry and Saibal Purkayastha, who becomes Secretary (Coordination and Public Grievances) in the Cabinet Secretariat. Mano Ranjan and A.K. Mishra move to the Planning Commission as Advisers, with the rank of Secretary, from the Ministry of Consumer Affairs, Food and Public Distribution and the Ministry of Statistics and Programme Implementation respectively. A.N. Tiwari, Additional Secretary and Financial Adviser, Department of Commerce, has been promoted as Special Secretary, Ministry of Power. Anil Baijal, vice-chairman of the Delhi Development Authority, remains in his current job with the rank of Secretary as does Special Secretary, Ministry of Mines, Adarsh Misra. Two additional Secretaries in the Finance Ministry, B.P. Mishra (Department of Expenditure) and D. Swarup (Department of Economic Affairs) have swapped posts. However, Mr. Swarup would also continue to remain in charge of the Budget division in the Department of Economic Affairs.
