He appealed to MPs, MLAs, corporators, and members of zilla and taluk panchayats to support the movement in every way, as this was a non-political movement that was into social service. "The Scouts and Guides movement is doing yeoman service in inculcating discipline among students. The elected representatives have a social responsibility and should actively participate in popularising the movement," he said. He was giving away the Rajyapuraskar Awards to Cubs, Bulbuls, Scouts, Guides, Rovers, and Rangers at the Raj Bhavan here. The Karnataka Chapter of Bharat Scouts and Guides had plans to increase the number of Scouts and Guides to four lakh from 2.2 lakh by 2006. This could be achieved with cooperation and coordination from all sectors, especially from the local bodies, he said. Citing the examples of the Rajya Sabha member, P.Selvie Das, and a zilla panchayat member from Koppal, who were actively involved in the movement, the Governor said all elected representatives should emulate them. He wanted the MPs to extend financial assistance to the movement under the Local Area Development Scheme. Earlier, the Governor presented the Silver Elephant National Award to the Chief Minister, S.M.Krishna, who is also the President of Karnataka Chapter of Bharat Scouts and Guides. Speaking after receiving the award, Mr. Krishna recalled his student days when he was a Scout. He wanted the movement to become an integral part of the education system in Karnataka. The Governor presented the Chaturtha Charan Award to 540 Cubs, the Heerak Pankh Award to 545 Bulbuls, the Rajyapuraskar Award to 1,517 Scouts and 1,260 Guides, and the Nipun Award to 22 Rovers and seven Rangers. He also released two books, A Log Book For Guides and Youth In The Nation Building Mission. The Scouts and Guides State Chief Commissioner, Kondaji B.Shanmukhappa, was present.
