Hurriyat refuses to meet Vohra

SRINAGAR APRIL 24. The All-Party Hurriyat Conference today officially rejected the Centre's peace offer by refusing to hold talks with the latter's interlocutor on Kashmir, N. N. Vohra, and instead sought a "meaningful" dialogue at the highest level.

The senior Hurriyat leaders, Mohammad Yasin Malik and Mirwaiz Umar Farooq, said "the executive council has unanimously decided not to hold talks with Mr. Vohra". "(The) Hurriyat does not see any scope in such talks," Mr. Malik said adding "if we talk to him we will be compromising our stand that New Delhi should talk to only those who dispute its presence in Kashmir". "The Prime Minister, Atal Behari Vajpayee's gesture to hold talks with Pakistan is a welcome step and we have also been stressing on a triangular approach but as far as the talks with the Kashmiris are concerned they seem to be directionless," he said.

Reiterating that the dialogue should be on the pattern of the Naga talks, Mr. Malik said, "though there is no similarity between Nagaland and Kashmir as the latter is an internationally recognised dispute, New Delhi has been using a different yardstick".

The Mirwaiz said, "if India thinks it can resolve this complex issue by talking to pro-India parties, it is free to do so. No one can tie its hands". But, "if New Delhi is serious in resolving the Kashmir issue it should only talk to those who oppose its rule in the State".

Even those who met Mr. Vohra had maintained that the talks should be held with the parties outside the mainstream, Mr. Malik said.

"If New Delhi is not ready for tripartite talks, let it consider what we call a triangular approach," he said.
