The proposed law will have two components--one extending social security coverage making its implementation compulsory for the unorganised labour, and the other setting up of a board on the lines of the Andhra Pradesh Welfare Board, an official of the Labour Department said on Thursday. He said the draft of the legislation had already been prepared and discussions on it were on. The Government of India had also circulated a draft of its own legislation following the recommendations made by the Second Labour Commission. Only two States in the country, Andhra Pradesh and Karnataka, were getting ready with the legislation. On when the legislation would be introduced, the official replied "very soon''. The Government of India was also "acting fast'' on its own legislation and the Labour Minister, Sahib Singh Varma, was evincing keen interest. He said the social security cover would include aid for medicare and education and assistance in the event of accidental death. The board would be entrusted with the task of studying the schemes for a particular category of workmen, setting up of a corpus fund and raising of contributions from employers and employees. The board would go into working conditions of various forms of unorganised labour. It would also undertake compulsory registration of workers who would be given a photo identity card with a common number for use with regard to ESI and Provident Fund. According to the official, the board would have representatives of trade unions, workers and important departments. It would be headed by a Minister or a Government nominee. He put the total workforce in the State at 34.86 million of the population of over 7.6 million as per the 2001 Census. Unorganised labour accounted for about 90 per cent of the all-India workforce of 397 million.
