Further changes in Tea Control Order

NEW DELHI APRIL 24. In a bid to address the grievances of the tea industry, the Centre has brought about changes in the Tea (Marketing) Control Order (TMCO) 2003.

TMCO was amended earlier this year, but based on the representations made by the industry and to address their genuine difficulties further changes have been made in the Order.

Now a specific clause has been incorporated in the Order empowering the Registration Authority to relax any of the provisions of the Order 2003 with the prior approval of the Centre, to address any of the concerns of the industry.

Under the latest changes, manufacturers who produce hand made tea have been excluded from the definition of the term `manufacturer' and only those who make tea in factories will come within the purview of the Order.

According to the amended Order those purchasing value added tea products and secondary buyers who do not source their teas either from auctions or from manufacturers have been excluded from the definition of `Buyer' and will therefore not be required to mandatorily register themselves. Buyers will be required to file only quarterly, and not monthly, returns with the Registering Authority.

Registered manufacturers will be able to sell teas outside the public auction system to the registered buyers or through own retail outlets directly to consumers or by way of direct exports.

For fixation of reasonable price for green leaf payable to small growers, the sale proceeds received by the registered manufacturer will be taken into account.
