Sir, This has reference to the opinion piece, "Managing the transition in Iraq", by the British Foreign Secretary, Jack Straw ( April 22 ). After having brazenly bypassed the U.N. to commit aggression on Iraq, the coalition is now harping on the U.N.'s role in the rehabilitation and reconstruction work. Rightfully, the moral responsibility of footing the bill should fall upon the occupation forces that caused the damage. But, as matters stand today, it is being withdrawn from the Iraqi oil money, now in an U.N.-managed escrow account. Also, if, as Mr. Straw reasons, a true democracy has to be in place in Iraq, the ousted Ba'ath party, too, should be allowed to join the electoral fray and the proposed elections should be held under U.N. supervision.
