Participating in a debate, Mr. Krishnamoorthy said the teacher should be dismissed and rigorous action taken against him for wounding the sentiments of the Hindus. Funds sanctioned for promotion of Sanskrit had not been utilised. M.O.H.F. Shah Jahan (Congress) said service tax should be imposed on private professional colleges. It was really surprising that when there was no Minorities Commission in Pondicherry, private managements were given permission to open engineering or B.Ed. colleges under minority quota. T. Jayamoorthy (Ind) lauded the Excise department officials for the drive against illicit distillation of arrack. Mr. Jayamoorthy, who is chairman of the government-owned distillery, said the drive had resulted in purchase of spirit by merchants from the distillery. He said a sub-taluk office should be created at Ariankuppam for the benefit of the needy who now had to come to Pondicherry to get caste and other certificates. A community certificate issued once could be considered valid for five years. Mr. Jayamoorthy said officials were showing scant respect to Ministers and MLAs, and referred to an incident of how even an order of the Lt. Governor issued in January to appoint staff in the distillery was made available to him only in March. R Kamalakannan (Cong.) said a teacher training school should be set up in Karaikal. He said Karaikal had been getting a raw deal from the Government in development of education. R. Nalamaharajan (Cong.) complained that government schools in Karaikal lacked basic amenities.
