Tide turning against terrorism: PM

NEW DELHI APRIL 7. The Prime Minister, Atal Behari Vajpayee, said here today that the tide was turning against terrorism and that the ``occasional mass killing of innocent men, women and children, as happened in Nadimarg, does not show that terrorists have the upper hand. On the contrary, it shows their desperation''.

Speaking at the 18th Raising Day of the Special Protection Group, Mr. Vajpayee said ``terrorists and their sponsors'' who had hoped to spark communal tension by attacking temples and killing Kashmiri Pandits had ``not succeeded in this conspiracy''.

The security personnel deserved the nation's gratitude for their role in the successful conduct of the Assembly elections in Jammu and Kashmir. They worked under extremely trying circumstances and assured them that the Government would do its best for their welfare and the improvement of their working conditions.

He, however, spoke of the necessity for the security personnel to show sensitivity to ordinary persons. While certain restrictions were inherent to every security system and some inconvenience to the public was inevitable, the endeavour must be to keep this to a minimum. ``Security persons should show maximum sensitivity to the sentiments of ordinary citizens. Security arrangements should be as unobtrusive as possible.''
