dated April 7, 1953: Russia ahead

Testifying in Washington before a House of Representatives Appropriations Sub-Committee, Dr. Alan Waterman, Director of the National Science Foundation, said that Russia was leading the U.S. in the race to train young scientists and engineers. Russia was expected to have 50,000 engineers graduating in 1955 as against the U.S. figure of 17,000.

Dr. Waterman called attention to "this critical situation" and wanted urgent steps taken to correct it.
