Sir, The article `The future of the United Nations' by Boutros Boutros-Ghali ( April 3 ) was thought provoking. It is true that no organisation in the world, including the U.N., is functioning perfectly. In the case of the U.N., an element of centralisation, which acts against the true spirit of democracy, is working under the blanket. To bring in a healthy change and to strengthen the U.N., as suggested by Mr. Boutros-Ghali, a conglomerate of NGOs should be formed to observe the functioning of the U.N. and to inform it on the need of the people. This conglomerate should be formed in every member-country. It should also be the voice of the people and should keep away from disputes between political parties, mediators and rulers. S.D.
