A Division Bench of the Court comprising Justice Dalveer Bhandari and Justice S.K. Aggarwal issued the direction when the petitioner, Kamran Siddiqui, asked the Court to issue a direction to the Delhi police for registration of an FIR against Mr. Togadia for allegedly targeting Muslims in his speeches in Ramlila Grounds on February 22-23. The petitioner had earlier approached the High Court for direction to the Union Government to withdraw Z-plus security extended to Mr. Togadia but the Curt had dismissed the petition. The Bench fixed the matter for March 25 directing the petitioner to file the petition with excerpts of speeches where Mr. Togadia had made provocative speeches against a particular community as alleged by him. Arguing his case, the petitioner submitted that he had approached the High Court after the local police refused to lodge a case against Mr. Togadia. The petitioner also accused the Union Government of overlooking alleged violations of the guidelines of the Foreign Exchange Regulation Act (FERA) by the VHP.
