NEW DELHI MARCH. 21. Factional fights and personality clashes threaten to mar the Congress party's attempt to showcase its organisational strength at the national convention of its block presidents this weekend. The AICC leadership has received complaints from the States of arbitrary changes of block presidents and of last-minute appointments even at the expense of those elected to the post earlier. Several State leaders from Haryana today complained to the AICC general secretary in-charge of the organisation, Oscar Fernandes, of the last-minute changes made to the list of block presidents in the State , by Bhajan Lal, PCC chief. He is reported to have appointed 58 block presidents of his choice, replacing those elected to the post under the previous PCC chief Bhupinder Singh Hooda.
