Changes proposed in constituencies causes stir

HYDERABAD March 5. The working paper released by the Delimitation Commission proposing changes in the Assembly and Parliament constituencies caused a stir in political circles here on Wednesday.

Although the scale and magnitude of the changes are along expected lines, a quick analysis shows that the MLAs and MPs will be in for quite a few surprises, particularly in terms of reservations.

However, the working paper is preliminary in nature and has to undergo scrutiny at several levels before the Delimitation Commission issues a draft notification for inviting suggestions and views from the public.

It is understood that the Commission despatched the 80-page working paper to all its ten members from AP - five MPs and five MLAs. These Associate Members will now be required to furnish their opinions on the working paper at a meeting of the Commission in New Delhi on April 3.

Under the delimitation exercise, the number of constituencies reserved for SCs will increase from 39 to 47 and from six to seven for Assembly and Parliament respectively. In the case of seats reserved for STs, their number will rise from 15 to 19 in the Assembly and two to three in the Lok Sabha.

For instance, a new Parliamentary constituency, Tirumala, reserved for SCs, is proposed to be created with three Assembly segments from Nellore district and four from Chittoor. It will include a new Assembly constituency by the same name. Another new Parliamentary constituency proposed by the Commission is Markapur in Prakasam district.

Guntur district, which boasted of four Parliamentary constituencies may now have only two -- Guntur and Narasaraopet -- while there is possibility of Bapatla and Tenali being tagged onto seats in neighbouring districts.

Kuppam constituency in Chittoor district represented by the Chief Minister, N. Chandrababu Naidu, is not proposed to be re- adjusted. However, at least five Ministers -- B. Gopalakrishna Reddy (Srikalahasti), Tummala Nageswara Rao (Sattupalle), Damacharla Anjaneyulu (Kondepi), K. Vidyadhara Rao (Chintalapudi) and Nagam Janardhan Reddy (Nagarkurnool) are likely to be affected following the proposal to reserve them.
