In a resolution, the Union noted that some of the newspapers had failed to implement the recommendations of the wage board, which was the fourth set up by the Union Government. The President of the Union, Gudihalli Nagaraj, released the resolutions adopted at the conference. The Union demanded a ban on the system of contract employment of journalists adopted by some of the bigger newspapers. The Government should intervene in the matter, it said. The other demands put forth by the Union included increase in the honorarium paid to journalists by the Government from Rs.500 to Rs.1,500 a month, setting up of a Rs.1-crore welfare fund for journalists as in Gujarat. Allotment of free sites by the Government to journalists working in rural areas as in Andhra Pradesh, increase in the representation for the Union on the Department of Information's Accreditation Committee for journalists from the present six. And, early distribution of free bus passes to journalists in rural areas and representation for journalists in local civic bodies.
