Nepal PM's offer to Maoists

KATHMANDU DEC. 30. The strike called by the Maoists crippled normal life in Nepal for the second day today, even as the Prime Minister, Lokendra Bahadur Chand, said that he was ready to disclose the whereabouts of detained rebels, a condition put forth by them for holding peace talks.

At a function to observe the 58th birth anniversary of slain King Birendra here on Sunday, Mr. Chand said: ``The Government is ready to make public the whereabouts of the Maoists detained by security forces during counter-insurgency operations... But the other side should also initiate a positive step for that.'' The disclosure about detained rebels was one of the four conditions put forth by the Maoist leader, Prachanda, to start the dialogue process.

Mr. Chand said dialogue was the only way to resolve the present crisis. A peaceful resolution would be a true tribute to the late King Birendra, who made remarkable contributions for the consolidation of constitutional monarchy and multi-party democracy in the country.

The Prime Minister said that the series of murders and violence for the last seven years adversely affected the consolidation of democracy and had also snatched the right of the peace-loving Nepali people.
