The petitioner, R. Nalliannan, said though the investigating agency broke and cut the flyovers at several points, no step was taken by the Chennai Corporation to repair the structures with cement mortar. At least five flyovers were drilled with powerful machines and cuts, measuring four-foot-long and 1.5-foot-deep, were made. Steel rods in all these places remained exposed to the weather. Even during the October-November monsoon, the structures were not repaired by the Corporation authorities with an `oblique motive'. The petitioner prayed for a direction to the respondent-agencies that they `effect suitable repairs to the flyovers on Peters Road, at Royapettah Ajantha, Alwarpet and the Anna University, where tests were carried out by the CB-CID. Despite a lapse of over 18 months after the arrest of the former Chief Minister, M. Karunanidhi, and other DMK men, the investigating agency had not filed a chargesheet, said Mr. Nalliannan.
