The West Delhi police was the first to understand the urgent need of self defence courses for school girls. The district police took the initiative in coordination with non-government organisations and lawyers to educate students and instil confidence in them to fight. Following the public uproar over Maulana Azad Medical College rape case, the Delhi Police Commissioner, Radhey Shyam Gupta, announced the formation of special mobile teams including women police officers to attend to distress calls round-the-clock. A toll-free helpline number -- 1091, and a post box -- 5353, were also created this year. Also, special complaint boxes were installed at Delhi University's North and South Campus, Jamia Milia Islamia and Jawaharlal Nehru University. In yet another knee-jerk reaction after the kidnapping-cum-rape of a Delhi University's Law Faculty student and numerous cases of eve-teasing, the police initiated a vigorous drive to nab eve-teasers, mainly on the Delhi University campus. In all, 1,467 persons were arrested during surprise raids. According to the Delhi police record, 383 rape cases were reported this year from across the city, compared to 384 in the corresponding year. Molestation cases declined from 502 to 423; while incidents of cruelty at the hands of husband or in-laws reduced from 1,208 to 1,196.
