P.V. for improved teaching quality

HYDERABAD Dec. 23. Stating that a massive backlog of educational infrastructure had been overcome and conditions created for a drive to enhance quality of teaching, former Prime Minister, P.V. Narasimha Rao, argued that not enough credit is given to what has been achieved.

He accepted that much was left undone and said that the challenge today was to find out ways in which quality can be uniformly enhanced and to stop the flow of knowledge and talent from our country to foreign lands. Mr. Rao said that the existence of islands of excellence would itself be threatened if the sea of mediocrity and low competence was not taken care of.

He was presenting the foundation day lecture of the Osmania Graduates' Association on "Education in India: Emerging Challenges'' here on Monday. Recounting in detail the development of modern education in India, Mr. Rao lamented that Gandhiji's vision of a holistic "basic education'' could never be implemented despite many attempts. He said that the `New Education Policy' enunciated during his tenure as Union Education Minister was an attempt at bringing these Gandhian ideas in tune with the demands of the contemporary world and expressed happiness that it was still the framework for the country's education policy.
